CANBERRA, Aug 2 AAP - The Gillard government says the public will be responsible for
holding poor-performing hospitals to account if they don't meet new targets for elective
surgery and emergency treatment.

Prime Minister Julia Gillard on Tuesday announced all states and territories had finally
signed up to Labor's national health reform agreement.

Former Labor leader Kevin Rudd promised before the 2007 election to mend the ailing
health system by mid-2009 to take over the funding of Australia's public hospitals.

However, the final deal doesn't include such a dramatic overhaul, with the states remaining
system managers.

Tuesday's agreement also dumps Mr Rudd's "guarantee" that elective surgery patients
will be treated on time or get free treatment in a private hospital. Now there's simply
a "target" that 100 per cent of people be treated on time.

Further, only 90 per cent of emergency department patients now will have to be admitted,
referred or discharged within four hours, down from the previous 95 per cent target.

But Ms Gillard says the changes to the February COAG agreement were made on the advice
of an expert panel, which argued the original guarantee and target could have "perverse
and unforeseen consequences".

Ms Gillard said under the previous elective surgery guarantee, public hospitals would
have been "scrambling" to find a private bed on a case-by-case basis.

Now they'd be able to enter long-term contracts with nearby private hospitals to help
them with their caseload, she said.

There were also instances where it made sense to monitor people in emergency departments
for more than four hours.

"This agreement delivers the most fundamental change to health care in this country
since Medicare," Ms Gillard said of the deal, which will deliver $19.8 billion in new
funding by 2020.

"This is signed. This is done and it's agreed to by all states and territories."

The prime minister said people would hold hospitals to account if they didn't meet
the elective and emergency targets.

"People will be able to transparently see who is not meeting targets and demand that
it be addressed," she said.

Hospitals also will be paid bonus payments if they reach their targets.

But, in a win for the states, much of that funding will be delivered as "facilitation"

payments before the new targets come into effect in 2015.

On the elective surgery front, $450 million of the $650 million on offer will be available
as facilitation funding.

When it comes to emergency departments, there will be $300 million worth of facilitation
funding and just $200 million in bonus payments.

Health Minister Nicola Roxon said the accountability and transparency measures would
be the biggest drivers of change.

But she told reporters in Canberra that "ultimately the penalty is whether or not the
state gets its reward payment".

Acting Opposition Leader Julie Bishop said Ms Gillard had capitulated to the states
and territories and handed them a blank cheque when it came to health reform.

"This is the third time in 18 months that Labor has announced historic reform," she
told reporters in Sydney.

"Yet what we saw today is light years away from what Kevin Rudd originally promised
and what Julia Gillard promised last year."

Australia's health ministers in June agreed to accept the federal government's proposed
National Health Performance Authority after the commonwealth pledged that underperforming
hospitals would be given 45 days before being outed publicly.

Performance data will be published on the MyHospitals website.

Foreign Minister KEVIN RUDD has signalled for greater international cooperation in
large-scale natural disasters while hosting more than 70 foreign dignitaries in Queensland.

Today's tour is aimed at showing the world the state has recovered well from the summer's
floods and Cyclone Yasi .. and served as an introduction to tourism and trade opportunities
in the state.

Mr RUDD says a system's needed where .. as soon as a disaster hit .. teams from willing
nations are automatically sent within 24 hours for duties like search and rescue.

He says the current arrangements aren't sharp enough.

The diplomatic corps will meet mayors of flood-hit regions in Brisbane tomorrow before
visiting Cairns and Port Douglas on Friday.

Former Queensland government minister GORDON NUTTALL has been sentenced to an extra
five years in jail for corruption and perjury.

NUTTALL was sentenced today after a Brisbane District Court jury found him guilty in
October of five perjury charges and five counts of official corruption .. he was already
serving a seven-year sentence for 36 prior counts of corruption.

During the trial .. the court heard that between October 1998 and April 2006 .. while
minister for industrial relations and minister health .. NUTTALL corruptly received $150,000
in payments from BRENDAN MCKENNARIEY.

But he's told ABC radio that while three-quarters of his campaign launch speech was
about coalition plans .. there's been nothing positive in Labor's campaign because it
has no record to run on except record debt and deficits .. and getting rid of an elected

Climate (SYDNEY)

The federal government says new figures from the Treasury show the blocked emissions
trading scheme will leave low-income earners 190-dollars a year better off than they are
now.

The Rudd government says the analysis shows 2.9 million low-income earners would benefit
from the ETS's 49 billion dollar compensation package.

Fairfax papers report the Treasury figures indicate 90 per cent of low-income families
would recover 120 per cent of the costs borne because of the ETS.

The figures contradict claims from the opposition that average household bills would
rise sharply because of the changes.



China UK (LONDON)

Britain has summoned China's ambassador to the Foreign Office to protest the execution
of a Briton despite repeated appeals for clemency.

Junior foreign minister IVAN LEWIS says he's made it clear that the execution of AKMAL
SHAIKH was totally unacceptable and that China's failed in its basic human rights responsibilities
in this case.

He says in particular China's court hadn't considered the representations made about
Mr SHAIKH's mental condition.

The 53-year-old father of three had been convicted of drug smuggling .. and the execution's
triggered a sharp diplomatic chill between London and Beijing.



Cambodia Aust (PHNOM PENH)

An Australian man has been murdered in a popular Cambodian seaside resort.

Police have identified the victim as 47-year-old JOHN EDWARD THOMPSON .. who was killed
early on yesterday in the southern town of Sihanoukville.

Police say they have not yet concluded what the motive was .. and have also declined
to say how the man was killed .. but local reports say he was clubbed to death with wooden
sticks in a robbery.

A spokesman for the Australian embassy in Phnom Penh said they have been informed of
the death by police.



Indon McJannett (JAKARTA)

An Australian man's been arrested at Bali airport .. after customs officers allegedly
found two grams of marijuana in his luggage.

ROBERT PAUL MCJANNETT was arrested after arriving in Bali with his adult son on a Virgin
Blue flight from Perth last night.

Bali police allege the 48-year-old was carrying the marijuana in a plastic bag in socks
in his luggage .. and tried to flush it down the toilet when officers caught him.

If found guilty .. he's facing more than five years' jail.



Bushfires WA (PERTH)

An out of control .. unpredictable and fast moving bushfire has destroyed several homes
and continues to threaten others in Toodyay area of the Western Australian wheatbelt.

The Fire and Emergency Services Authority has issued emergency warnings for Toodyay
and for Dandaragan 300 kilometres north east of Perth.

Residents of the Toodyay area have been advised to leave their homes immediately.



Petrol (CANBERRA)

Motorists are being warned to expect a three to five cent per litre jump in petrol
prices over the coming weeks.

Asian crude oil prices have hit 14-month highs .. and Australian prices are expected to follow.

The wholesale petrol price averaged 113.1 cents a litre in the week ending Christmas
Day .. but has been rising steadily over the past week to 114.5 cents a litre.

Commsec economist CRAIG JAMES says the only good news is that our high dollar means
petrol prices will move to around one-dollar-20 .. rather than one-dollar-50.



Toll National (BRISBANE)

The national holiday road toll stands at 54 this morning .. with the last fatality
occurring in Victoria yesterday .. taking that state's toll to 14.

Police say a 45-year-old Melbourne man died when his car collided with another car
after hitting an embankment.

Seventeen people have died in New South Wales .. 14 in Victoria .. two in South Australia
.. eight in Western Australia .. eight in Queensland .. four in Tasmania .. and one in
the Northern Territory.

The Australian Capital Territory remains fatality-free.



Boat (MELBOURNE)

At least 50 Sri Lankan refugees rescued from a boat in October have been deported from
Indonesia to other countries .. including Australia.

The Australian government hasn't confirmed the group of ethnic Tamils are on their
way to Australia to be resettled .. but an Indonesian official did.

The officials also says 47 of the 78 Sri Lankans rescued have been or are being flown
to Romania and Australia for resettlement.



US Plane Explosive (WASHINGTON)

US media have published photos of the singed underwear allegedly worn by a Nigerian
terror suspect to hide explosives .. in his failed attempt to blow up an airplane over
the United States.

The pictures provided by the FBI also show a packet of powder explosives that had been
sewn into the crotch of the undergarment .. as well as a charred, partially melted plastic
syringe that held a liquid acid to detonate the bomb.

It's alleged the specially modified briefs were worn by 23-year-old suspect UMAR FAROUK
ABDULMUTALLAB during his Christmas Day attempt to bring down the Detroit-bound Airbus
A330 with 290 people on board.

Federal Labor's renewable energy target scheme has passed the lower house .. with the
government using its numbers to defeat a raft of coalition amendments.

The draft laws require 20 per cent of Australia's electricity to come from renewable
sources by 2020.

Political insiders think the Senate is likely to pass the RET later this week.

It's a separate scheme to emissions trading .. and works by forcing electricity companies
to buy a certain portion of their electricity from renewable sources.

But the bad news for customers is that clean energy is more expensive than coal ..

so power bills will rise.

BRISBANE, Dec 27 AAP - Alleged child sex offender Julian Moti has been arrested by
Australian Federal Police after his deportation from the Solomon Islands.

The Australian lawyer was deported from Honiara today after being sacked as the Solomon
Islands attorney-general on the weekend by new Prime Minister Derek Sikua.

Australian Federal Police arrested Moti, 42, at Brisbane international Airport soon
after he arrived on a Solomons Airlines flight and charged him with engaging in sexual
intercourse with a person under 16.

The charges relate to the alleged rape of a 13-year-old girl in Vanuatu in 1997.

Moti was handed over to Queensland Police who took him away in a car.

He is expected to face Brisbane Magistrates Court tomorrow morning.

The Fiji-born lawyer denies the charges, saying they were dismissed in a Vanuatu court
and revived by Australian authorities to prevent him becoming attorney-general.

Supporters rallied around him at his house in Honiara earlier today, confronting police
and immigration officers in a bid to stop him being detained.

The flight was delayed for an hour and a quarter until Moti finally arrived under heavy
police escort.

Moti has been protected in the Solomons by his friend Manasseh Sogavare, who was prime
minister until earlier this month when he was ousted in a parliamentary no-confidence
vote.

The new Sikua government quickly moved to finalise Moti's deportation and is keen to
improve relations with Canberra, which were severely strained under Sogavare.

A last-ditch legal bid to stop Moti's deportation failed when Immigration Department
legal advisers dismissed a magistrate's stay of proceedings in the Moti case as flawed.

When Solomons immigration officers and police arrived at Moti's Honiara house today,
they had to break open a padlocked gate then confront angry lawyers and supporters of
Moti.

Solomons Deputy Police Commissioner Peter Marshall, a New Zealander, told AAP that
a long discussion followed over the legality of Moti's deportation.

"There was a lot of hot air and legalistic argument. Perhaps the immigration officers
would have been better advised not to enter into it.

"He (Moti) was eventually persuaded to comply with the order."

Moti was taken in a police convoy with sirens wailing to the waiting airliner.

Wearing a blue shirt and dark trousers, not handcuffed and carrying no luggage, he
appeared calm as he was escorted to the aircraft steps, talking to Marshall on the way.

Marshall later said Moti asked him to look after his parents who had arrived from Fiji
to spend Christmas with him.

"I assured him I would as best as I could," Marshall said.

At the airport, one of Moti's lawyers told reporters there was little use commenting
as "the laws have already been breached".

Moti escaped extradition from Papua New Guinea to Australia in October last year when
he skipped bail after being arrested while in transit to the Solomons.

He hid in the Solomons High Commission in Port Moresby before being whisked away on
a PNG military flight to the Solomons.

His escape flight soured Canberra's relations with PNG's Prime Minister Michael Somare,
who denied sanctioning the flight, though a PNG Defence Force inquiry found he ordered
it.

Earlier this week, the PNG government banned Moti from returning to PNG, indicating
Somare wanted no more trouble over the fugitive lawyer.

SYDNEY, April 4 AAP - A man has been charged after several jewellery robberies in Sydney's west.

In the latest incident on March 19, a man walking along Park Road at Cabramatta was
allegedly approached by a man who ripped a necklace from him before fleeing.

A 30-year-old Blaxland man has been charged with three counts of robbery, and two counts
of disposing of property.

He will appear at Liverpool Local Court today.

SYDNEY, Dec 3 AAP - NSW's biggest business lobby group is urging the state government
to slash payroll taxes and back a national carbon trading scheme ahead of next year's
budget.

Australian Business Limited (ABL)/State Chamber said the government should cut payroll
tax over a four year period to bring it into line with Queensland and Victoria.

Currently, payroll tax stands at 6.0 per cent in NSW compared to 4.75 per cent in Queensland
and 5.15 per cent in Victoria.

In its pre-budget submission, ABL argued that with low economic growth in NSW, rising
unemployment levels, the drought and higher interest rates, the government was relying
too heavily on payroll tax to boost its budget bottom line.

"In this environment it is difficult to explain why NSW persists with the highest payroll
tax rate in Australia and why Treasury seeks to increase payroll tax revenues by a total
of 23 per cent over the coming budgetary cycle," it said.

"Payroll tax in its current form distorts decision making, with NSW having the greatest
reliance on payroll tax of any state or territory government in Australia."

The ABL said the government's announcement in February of a $90 million payroll tax
concession for businesses in areas with above average unemployment, should be expanded
to include all businesses in drought affected areas.

"Currently the concession does not apply to 113 local government areas in drought," the ABL said.

"Of the 39 local government areas eligible to access the concession, 25 are within
the metropolitan areas or areas not in drought."

The ABL also wants the state government to back moves for a national carbon trading scheme.

Prime Minister John Howard last month announced the federal government was setting
up a joint task force with business to develop a carbon trading scheme for Australia.

Carbon trading would set a cap on the amount of a pollutant that can be emitted, giving
industry credits if they come in under the benchmark and allowing them to trade the credits
with those who exceed the limit.

The ABL urged the NSW government to support the scheme, but only if businesses are
not slugged with more taxes and are given enough time to adapt.

"In supporting such a national scheme, business is calling on the NSW government to
work with business to ensure the timetabling and pricing of such a scheme achieve the
desired environmental outcomes while minimising the impact on energy intensive industries
and without increasing the overall taxation burden on business," ABL said.

ABL will meet NSW Treasurer Michael Costa tomorrow to discuss its pre-budget submission.

Mr Howard expressed sorrow to the entire Kovco family.

"I felt sorry for her late husband's parents who are also going through this terrible
upset," Mr Howard said.

"To have this additional, painful unexpected aggravation is really more than you can
expect anyone to bear, and I fully understood how she felt.

"She said she was very angry about it and she said she wanted everything done to try
and get her husband's body home as soon as possible.

"I understand that. I think people in a situation like that have a perfect right to
feel angry and upset, it's just one of those incredibly unfortunate things."

Mr Howard said it was almost impossible to believe that the wrong body had been shipped
back to Australia.

"It's one of those things that you never dream could happen. You think it's tragic
enough that the poor man's life has been lost, and then on top of that you have this.

"It's happened, and now we're doing our level best to get the family back as quickly
as possible."

Mr Howard said no blame could be laid at the feet of the army for the mix-up.

"Criticism oughtn't to be sheeted home to any of Private Kovco's army mates, and it
does appear there was a mistake made when the body was in the civilian mortuary in Kuwait,"

he said.

Mr Howard said he felt very sad for Private Kovco's wife, his extended family, and
his army friends.

"I feel very deeply for Private Kovco's army friends as they would be feeling a double
anguish," he said.

Mr Howard repeated his sorrow for Mrs Kovco.

"I just want to say how incredibly sorry I am for what has happened, and I wished in
some way I could have altered it but I can't," he said.

"I want Mrs Kovco to know that on behalf of the government we are desperately sorry
for what's occurred."

The government said at this stage it appeared the body that was brought back to Australia
instead of Private Kovco's was that of a soldier from an Eastern European nation.

Fed: Four of the nine accused could escape death penalty

Four of the nine Australians arrested in Bali for alleged heroin offences are expected
to escape charges that attract the death penalty.

Bali's police anti-drugs squad chief, Colonel BAMBANG SUGIARTO, has told the ABC that
only five Australians are to be charged with offences that could result in death by a
firing squad.

Alleged ringleader ANDREW CHAN, who's 21, and four others were allegedly caught at
Bali's main airport with packages of heroin strapped to their bodies.

Compaq Unveils Servers to Handle Specific Tasks.

Jun. 5 -- Compaq Computer Corp. in July will begin selling a line of small server computers that specialize in specific tasks for use with the Internet and intranets.

The first TaskSmart server, which will start at about $10,000, will be used to cache Web pages. Caching is the process of storing frequently used Web pages in a way that makes them pop up more quickly in users' browsers.

"This helps take the heavy load off a company's main Web server," said John Young, director of appliance and communication servers for Compaq's Enterprise Computing Group.

The caching server will be the first of several kinds of servers, each designed to handle a specific task. For example, Young said, future models might specialize in handling security on a network, simple database tasks or e-mail.

Currently, full-scale server computers -- those used to dole out data and program information across a network -- are often put to specialized uses. But this requires the installation of special software and often complex hardware tweaks.

Young said Compaq's goal is to have each TaskSmart "server appliance" pre-configured for the specific task so that network administrators need only connect it to the network and begin loading data.

The idea of a server appliance is similar to that of information appliances -- devices aimed largely at the consumer market that only do one thing with information, but do it well.

The TaskSmart Web-caching server emphasizes memory, hard drive size and the ability to quickly move data over processor speed, Young said. It will come with a gigabyte of random access memory, six very large hard drives, up to five high-speed Ethernet network connections but only a 450-Megahertz Pentium II chip.

"That's not the state of the art in processors, but for this application, you don't gain a whole lot with a faster processor," Young said.

The operating system for the server will be a customized version of Novell's Netware that has been rewritten to work with Compaq's product.

"This is not your father's Netware," Young said.

Compaq's stock closed Friday at 23, up .

Andy Bochman, an analyst in Boston with International Data Corp., said Compaq is the first brand-name PC maker to introduce a server appliance.

"There are some start-up companies that are selling Web-caching computers, but Compaq is the first of the big guys," Bochman said.

He added that Compaq may run the risk of stealing sales from itself, as the TaskSmart servers may eat into sales of its lower-end, general-purpose servers.

"But they seem to understand that and are willing to take the risk," he said. "They said to us, `This is the way the market is moving, and while there may be a short-term cost, we are going where the future is.'"

SAN FRANCISCO -- Steve Jobs re-emerged from his latest medical leave Monday to show off Apple's latest innovations and sustain the hope that he eventually will return to dream up more ways to reshape technology.

"We are going to move the digital hub, the center of your digital life, into the cloud," the Apple CEO said.

The new iCloud service replaces Apple's MobileMe document-sharing offering, which costs $99 a year. The new iCloud service is free, Jobs said.

He was onstage for less than 30 minutes during a nearly two-hour event that primarily featured his subordinates.

Jobs announced that the company had struck licensing agreements with all the major recording labels on a new music-syncing system.

It will allow people to put all the songs they have ever bought from the company's iTunes store on up to 10 devices at no additional charge. Apple is offering to do the same thing with all books and applications previously purchased through its online stores.

All future iTunes purchases also will be automatically sent to all the devices, too. None of the transfers will require devices to be plugged into a single computer. It will automatically happen over wireless connections.

Jobs' keynote address at a conference for application developers marked his first onstage appearance since he unveiled the second version of Apple's tablet computer, the iPad, three months ago.

It comes five months after Jobs went on his third medical leave of absence in the past seven years to deal with an unspecified medical issue. He has previously survived pancreatic cancer and undergone a liver transplant.

Unlike during a six-month leave in 2009, Jobs, 56, hasn't said when he is coming back to work. The uncertainty made his every appearance even more of a spectacle because people don't know if it will be the last time they will see one of the world's most influential CEOs and cultural tastemakers.

Looking as frail as he did in his last appearance in March, Jobs didn't discuss his health Monday. That wasn't unusual; he has consistently treated his health as a personal matter and insisted that Apple's board remain mum, too, much to the frustration of some shareholders who believe they deserve to know more about the condition of the man whose vision drives a company with a $312 billion market value.

Apple tried to strike an optimistic note by playing the James Brown song "I Feel Good" as a prelude to Jobs' appearance. While he was onstage, Jobs seemed animated as he gestured frequently and paced about the stage. He appeared to walk up the steps of the stage slowly after sitting down in the audience a couple of times while other Apple executives demonstrated features of the iCloud service.

"He delivered all the key points, but it doesn't look like he is getting any better," said veteran Silicon Valley technology analyst Rob Enderle.

Jobs didn't look much different from his March appearance for the iPad 2, said Tim Bajarin, president of Creative Strategies and a longtime Apple watcher.

Having Jobs appear at major events remains important to preserving Apple's market value and keeping shareholders at bay, Enderle said. "As long as he is still showing up and looking like he can still do the job, that helps keep the pressure off the board to replace him," Enderle said.

Tim Cook, Apple's chief operating officer, has been running the company, just as he has through all of Jobs' medical leaves. Jobs still has a say in major decisions.

The new music-syncing service Jobs announced Monday could be a boon for consumers because more than 18 billion songs already have been bought through iTunes. The new feature is available now.

Jobs also unveiled a way for most people to keep their entire music collections on the company's computers without going through the time-consuming hassle of uploading each song over the Internet.

The $25-per-year service, called iTunes Match, will allow people to play their personal jukeboxes on any device with iTunes software instead of keeping them tethered to a personal computer that must be synced with other devices. It's aimed at people who have transferred their CD collections to the iTunes library on their own computers, but also gives music labels a chance to be paid for pirated music. Apple is paying most of the iTunes revenue to the labels.

The music streaming is part of iCloud that represents Apple's attempt to persuade the tens of millions of people who own iPhones, iPads and iPod Touches to store documents, video and photos in three data centers.

The allure for consumers is to have all their digital content available on any device running Apple's mobile software, called iOS. For Apple, the iCloud service represents a response to similar storage services offered by Google and Seattle-based Amazon.com. Although those rivals have a head start, Apple is betting it can make the concept of online storage more appealing and convenient.

It will take a few more months to find out if Apple is taking the next step in the evolution of digital music and Internet storage. Most iCloud features, including iTunes Match, won't be available until the fall when Apple plans to release iOS 5.

Apple announced it will release the next version of its operating system for Mac computers, called Lion, next month. A preview of that software, which will cost $29.99, was handled by two other Apple executives. Lion will give Apple a jump on Redmond-based Microsoft, which recently said it won't release the next version of its Windows operating system until next year.

ARTICULATE RAPID E-LEARNING STUDIO PROFESSIONAL.(Product/service evaluation)

I know a guy who's been a one-person e-learning department for the last eight years and was up against a four-hour timeline to put together an online training demo. Having seen the 2006 review (no longer available) of Articulate Presenter on this website, he decided to use Articulate Studio '09 to beat the clock and impress those university administrators who didn't know it could be done in-house.

That guy is me and--after reading the vice chancellor of finance's glowing email to my dean--all I can say is: Just in time for Christmas!

How many of us one-person online learning departments understand the need for reliable, rapid development software? That is integrated with a familiar tool like PowerPoint? That is useful to beginners and to advanced developers? That is capable of creating advanced learning objects by inputting text? And, of course, does not break.

I kept expecting Articulate's integration of software applications to break--to not do what it was supposed to do--and I was happily disappointed. It was as if the software was staring me in the face and asking, "What would you like me to do next?"

THE PRODUCT

Articulate Studio is a bundle of these applications:

* Quizmaker

* Engage

* Video Encoder

Presenter and Engage are the most tightly integrated with PowerPoint 2007, and, yes, unlike Adobe Captivate CS 3, these applications actually work with PowerPoint 2007. They are the template and learning object development components of Studio.

Quizmaker provides the tools to build virtually any type of online learning assessment. It integrates with PowerPoint as well. Video Encoder proved to be a solid digital video-to-Flash conversion tool with a bare-bones feature set. Installation of all four applications was seamless and easy. (Articulate has two blogs, one by Tom Kuhlmann and one by Gabe Anderson, for product information and explanations of features and functions.)

INTERFACE

If it's not obvious by now, you will need to be somewhat proficient in PowerPoint to take full advantage of Articulate Studio's rich feature set. In fact, expect to do much of your work in Articulate through the Microsoft PowerPoint interface. Articulate shows up as an additional tab on the PowerPoint ribbon.

Click the tab in PowerPoint, and you have access to all of the features of Engage, Quizmaker, and Presenter. But also be prepared for Engage and Quizmaker to open separate user interfaces from PowerPoint. This took me about four hours to get used to. If you're not prepared, it can seem a little disconcerting at first.

EASE OF USE

My first project with Articulate Presenter consisted of downloading a random PowerPoint presentation I found on the Internet and then converting it to web-ready form using Presenter. Would there be any problems with the use of a random presentation whose origins could have been PowerPoint 2003 or earlier? No, there wasn't.

But what about projects--or online training demos--that require intense instructional design, engaging learning activities, interactive quiz elements, and very rapid development timetables? My next project was the demo I mentioned earlier. I had no time to access the Help and Support drop-down list, although community support portal and help documentation links were readily available.

UNBELIEVABLE INTEGRATION

First, I opened an existing PowerPoint presentation that was completed not too long ago as a template for online learning. This template served as the basis for my short demo. But I really wanted to take advantage of the features of the Studio suite to pack as much as I could into the demo. Here is where Articulate Engage and Quizmaker came into play.

After inserting my first Engage interaction (as simple as a mouse click on the Articulate ribbon section), I realized that what used to be 16 hours of development time just became 10 minutes. I copied and pasted text from a website into this reusable learning object and added another.

Now I had two very clear and concise learning objects in my demo that reflected sound instructional design. What next? How about a quiz?

Quizmaker was just as intuitive and well integrated with PowerPoint 2007 as Engage. One mouse click started the wizard-like process for entering either a quiz or survey. Question types to select from were diverse and, to my consternation, everything worked like it was supposed to. I wanted to add a multiple choice question, then T/F, then. ...

Wait--I only had 30 minutes left! (Remember, I did not once use the help and support features.) I published the demo and previewed its functionality. Worked perfect, but I wanted to change the Articulate logo to the university's. This took about five minutes to figure out.

I did attempt to learn how to load Flash-based individual questions in the Articulate object "Flash Movie." This didn't work, but I attribute this failure more to operator error than Articulate. I could have used a different file path designation or some other PowerPoint method, but I was running out of time. I published the demo to our Moodle LMS, and it worked just great within the Moodle course shell.

Conspicuously absent is the advanced scripting found in other authoring tools such as Lectora and Toolbook Instructor. However, if one is going to learn an ECMA-based object-oriented programming language, why not just learn Adobe Flash and forego a rapid development tool such as Articulate?

DOWNSIDES

I have only a few complaints. Some of the fields required when entering an Engage interaction or quiz are not hidden fields so what you enter will be seen by the end user. It's a little frustrating to have to guess at what text or headings will be where, but Engage gives you convenient means to re-edit the interaction. You may want to type the name of the field in its blank field to see the layout of the interaction before proceeding.

This program is RAM- and CPU-intensive. I tested it on both Vista Pro and XP Pro. Performance was fine on the Vista Pro machine with 8GB of RAM but very slow on the four-year old XP laptop, even though it's a fairly high-end laptop geared towards multimedia production.

But there were never any system crashes, and this says a lot to me. Articulate Studio is a very well-crafted suite of applications, designed with a lot of forethought, dedicated to saving a developer like me an incredible amount of time. It's definitely worth the price tag because it ranks above most "end all of your troubles" WYSIWYG authoring tools on the market today that I'm familiar with.

Recommendation

If I were purchasing an enterprise-wide license for a rapid development tool, Articulate Studio Professional would be at or near the top of the list. Its flexibility, scalability, ease of use, and astonishing performance make this an outstanding product. Unfortunately, many of us get caught up in the Adobe Captivate pricing go-round and sometimes don't allow ourselves a closer look at higher-cost products that are more affordable in the long run.

Prostate Cancer Foundation Announces New Internet and E-Mail Addresses.

SANTA MONICA, Calif. -- The Prostate Cancer Foundation (PCF), the world's leading philanthropic source of support for prostate cancer research, has announced a new World Wide Web address, www.pcf.org.

With prostate cancer being the world's second most prevalent form of cancer after skin cancer, the PCF's website provides visitors with critical information on the disease. If you can't beat 'em, join 'em.(Recording Industry Association of America, Motion Picture Association of America, Internet2, partnership)

The MPAA and the RIAA have joined the Internet2 consortium to study advanced content distribution methods. The MPAA and RIAA say they plan "to collaborate with the Internet2 community to consider innovative content distribution and digital rights management technologies, and to study emerging trends on high-performance networks to enable future business models."

It's an indication in the change of attitude towards the Net of the movie and recording industries, which once fought and to some extent are still fighting, the Internet

Internet2 is the foremost US advanced networking consortium and is led by the research and higher education community. Led by more than 200 US universities working with industry and government, Internet2 develops and deploys advanced network applications and technologies for research and higher education, thus accelerating the creation of tomorrow's Internet. Indiana, home to Eli Lilly, unlikely to endorse imported drug purchases.

Aug. 29--With the click of a computer mouse, visitors to government Web sites in four states can fill orders for prescription drugs from private pharmacies in Canada.

It's a controversial Internet option that won't be offered by Indiana anytime soon.

Neither Gov. Joe Kernan nor his Republican challenger Mitch Daniels plans to try to put the state's stamp of approval on north-of-the-border drug buys.

And even if state legislators consider such a service, they would face potent opposition from drugmaker Eli Lilly and Co., Central Indiana's largest private employer.

While fewer politicians seem willing to stand in the way of Americans importing low-priced Canadian drugs, Indiana political leaders aren't pushing for the state to encourage a deed that falls under a gray area of federal law.

The governor, says spokesman Jonathan Swain, "does have some concerns . . . about safety and security issues" with ordering drugs from Canada. "It's not something we're directly working on" doing in Indiana, he said.

Daniels, for his part, "believes a better idea would be improving access to existing drug discount programs" offered by drugmakers and other health firms, perhaps by putting online referral services in senior citizen centers, said Daniels' deputy campaign manager, Ellen Whitt.

"Many who qualify for those programs are unaware of them," she said of the more than 50 discount-card programs that let low-income users buy prescription drugs for less. The programs cater to the elderly who don't have private health insurance that covers medicines.

The state government links to Internet pharmacies in Canada began with Minnesota setting one up in January. Wisconsin, New Hampshire and North Dakota soon picked up on the idea. Illinois Gov. Rod Blagojevich said last week his state also will help residents buy Canadian drugs.

While thousands of Americans buy prescription drugs from Canadian pharmacies on their own, or with the help of private programs, state endorsement of the purchases lends legitimacy to purchases that the U.S. Food and Drug Administration says are illegal. Despite its position, the FDA has done little to crack down on the widespread buying.

The FDA warned Wisconsin Gov. Jim Doyle in July that "the endorsement of the practice of purchasing foreign drugs over the Internet by a public official such as yourself undermines one of our nation's key consumer protection statutes" and puts residents at risk of buying unsafe drugs.

The FDA doesn't oversee the safety or efficacy of foreign drugs. But that hasn't stopped U.S. consumers from turning to Canadian pharmacies by the thousands, to buy brand-name drugs that often cost 20 percent to 60 percent less than in the United States because of Canadian-imposed price controls.

In Indiana, any attempt to set up a state program to aid Canadian drug-buying would be sure to bring opposition from Lilly. A formidable lobbying force, the Indianapolis drugmaker has opposed efforts to liberalize drug-buying from Canada.

"With the political clout that Eli Lilly has, I suspect this will be the last state in the nation that would seriously consider addressing that," said Paul Severance, executive director of United Senior Action, a statewide group representing seniors.

Severance said his group will seek a legislative sponsor in the next session of the General Assembly to push for a state program to help people buy drugs from Canada.

Kernan spokesman Swain said Lilly's opposition is "not something that is necessarily a factor" in the governor's decisions on Canadian drug imports.

Daniels, Kernan's opponent in the upcoming election for governor, is a former Lilly executive.

Indiana's legislature is likely to study the issue of helping people import cheaper-priced drugs, said state Sen. Patricia Miller, R-Indianapolis, a member of the Health Finance Committee. "As other states look at this, Indiana legislators also are going to look at it," she said. "The bottom line is what's best for the patient. Not only is it cheap, but is it good and cheap?"

House Speaker B. Patrick Bauer, D-South Bend, said he'd be open to the state making it easier for people to order lower-priced drugs from Canada. "There is something wrong when in our country we pay two to three times as much as other countries" for many prescription drugs, he said.

Lilly argues that state-sanctioned import programs "further expose their citizens to a real threat" from counterfeit or federally unapproved drugs sent in the mail from foreign pharmacists the customer never meets.

To help low-income consumers afford its drugs, Lilly runs a discount program that makes its drugs available for $12 a month. The LillyAnswers program has enrolled almost 300,000 people, including 15,200 in Indiana, who have received 1 million prescriptions through the program, said Lilly spokesman Ed Sagebiel.

The Minnesota program, open to anyone, supplies an order form to mail to a Canadian pharmacy. The state doesn't get any financial benefits from the program.

"We get comments from people all over the country praising our governor for taking on this initiative," said Jane Kennedy, a spokeswoman for Minnesota Department of Human Services.

Wisconsin's program, begun in February, forwarded 428 prescription orders worth $58,768 in June, the latest month tracked, said Melanie Fonder, spokesman for Gov. Doyle. She said Doyle has ignored the FDA warning that the program encourages possibly unsafe importation of drugs.

She said Wisconsin officials checked out the quality and reliability of the three Canadian pharmacies that service customers via the Wisconsin site. "We think this is a safe and affordable way for people to get their prescription drugs," she said.

In the Indianapolis area, at least two private services help people order drugs from Canada. One is run by United Senior Action, which has aided 450 people with its program since it began in June of last year, Severance said. The other is a for-profit business called Canada Drug Service, which operates in a store on the courthouse square in Noblesville.

Canada Drug Service serves several dozen customers a day by phone or in person, said owner Indi Singh, a Noblesville businessman who owns several area oil-change shops.

The Indiana Board of Pharmacy warned Singh last year that he was illegally operating what amounts to an unlicensed pharmacy. But Singh ignored the warning, saying his store only processes orders and doesn't give advice on drugs or handle prescriptions or money.

Singh said Canada Drug Service gets revenue by collecting a fee from the Canadian pharmacy to which it sends prescriptions. So far, the business has not been profitable, he said.

A national chain of prescription-processing centers called Rx Depot, which had an outlet in Indianapolis, was shut down on orders of a federal judge last year and hasn't reopened.

Pharmacy board spokeswoman Lisa Hayes said she thought Canada Drug Service had also shut down.

Told it was still operating, she said the board's investigators "could look at it again" to see if another warning letter might be warranted.
